En general non. Il est d'ailleurs frequent que le serveur X soit plante,
et empeche toute action au clavier alors que Linux continue a fonctionner
correctement (des acces disques le prouvent). Dans la version 2.1.xx du noyau,
il est implemente des "Magic System Request Keys" qui permettent de faire
des actions de sauvetage lorsque tout semble plante : extrait du Configure.help :

Magic System Request Key support
CONFIG_MAGIC_SYSRQ
If you say Y here, you will have some control over the system even
if the system crashes for example during kernel debugging (e.g., you
will be able to flush the buffer cache to disk, reboot the system
immediately or dump some status information). This is accomplished
by pressing various keys while holding SysRq (Alt+PrintScreen). The
keys are documented in Documentation/sysrq.txt. Don't say Y unless
you really know what this hack does.

En particulier :
'b'     - Will immediately reboot the system without syncing or unmounting
          your disks.
'o'     - Will shut your system off via APM (if configured and supported).
's'     - Will attempt to sync all mounted filesystems.
'u'     - Will attempt to remount all mounted filesystems read-only.
